1. Accessibility requirements and applicable criteria
The requirements for digital accessibility are set out by Legislative Decree of 27 May 2022, No. 82 “Implementation of Directive (EU) 2019/882 of the European Parliament and of the Council of 17 April 2019 on the accessibility requirements for products and services”, which, for technical aspects, refers to standard UNI EN 301549.
Specifically, website compliance must be assessed against the criteria set out in Chapter 9 “Web” and Chapter 10 “Non-web content”, which refer to the Web Content Accessibility Guidelines (WCAG) 2.1, level A+AA.
The four fundamental principles of digital accessibility, as expressed by WCAG 2.1, are:
- Perceivable – Content is presented clearly and comprehensibly.
- Operable – The interface can be easily navigated by all users.
- Understandable – Information and operations are intuitive and easy to interpret.
- Robust – The site is compatible with the most common assistive technologies.
Following the above-mentioned UNI EN 301549 standard, which lists the 50 success criteria to verify website accessibility, technical analyses were carried out on the website content, including both textual and non-textual information, downloadable documents and forms, and bidirectional interaction features (e.g., digital form processing, authentication, identification, and payment procedures).
Excluded areas of application
Article 1, paragraph 5 of Legislative Decree No. 82/2022 specifies that the provisions of the decree do not apply to the following website and mobile application content:
- Time-based media pre-recorded and published before 28 June 2025;
- Office file formats published before 28 June 2025;
- Online maps and mapping services, where essential navigation information is provided in accessible digital form;
- Third-party content that is neither financed nor developed by the relevant economic operator nor under its control;
- Website and mobile application content considered archives, meaning content that has not been updated or reworked after 28 June 2025.
2. General description of the service
This website is aimed at end consumers and provides commercial information on the company’s products. Users can browse products divided by category and type, explore special projects, discover available customization solutions, and learn more about the company. The website also allows users to contact the company directly via the contact form and access the online shop hosted on an external domain.
3. Service functionality
The site is accessible from desktop, tablet, and smartphone devices via the main web browsers currently on the market and is available in different languages. Navigation is designed to be intuitive and consistent, through a main menu that provides direct access to the most relevant sections.
Key services offered by the site include:

Each category provides a dedicated page, and clicking on a product preview leads to its technical sheet with detailed information, downloadable documents, available configurations and accessories, and the option to contact the company directly.
- Browse special projects: Accessible from the dedicated menu item, with sub-menu entries for each project.
- Download catalogs: Accessible from the dedicated menu item.
- Browse news: Available in the website footer via a news and events slider.
- Explore customizations: Accessible from the dedicated menu item.

- Access the online shop: Via a button at the top of the website.
4. Meeting accessibility requirements
Panaro S.r.l. engaged a third-party digital accessibility expert to carry out a technical review of the website’s compliance. A report was provided detailing corrections and improvements needed to achieve compliance.
Accessibility features available to users include (but are not limited to):
- Compatibility with assistive technologies (e.g., NVDA, Jaws)
- Keyboard navigation
- Adequate color contrast
- Text alternatives for graphic and multimedia content
- Zoom and text resizing
- Subtitles for multimedia content and text transcripts
- Animation control and reduction of non-essential movements
- Clear labeling of forms and input fields
Support for users of assistive technologies (screen readers, alternative keyboards, voice commands) is further enhanced by ARIA attributes, which describe roles, states, and properties of interface elements, communicate dynamic interactions (e.g., expandable menus, modals, sliders), and support keyboard navigation in complex components.
The site also integrates the UserWay PRO widget, available free of charge to users, which improves compliance with WCAG 2.1 guidelines and enhances the user experience. Features include: (screen reader, dictionary, larger text, saturation adjustment, contrast settings, highlighted links, animation pausing, text spacing, line spacing, text alignment, dyslexia-friendly font, large cursor, tooltips, page structure visualization, etc.)
Additionally, UserWay PRO can automatically detect and correct many non-compliances in real time, modifying what is displayed by the browser without altering the source code.
Compliance status
Using AgID guidelines and checklist, the technical review concluded that:
- The website is partially compliant with UNI CEI EN 301549, due to the following issues:
- Some web pages are not compliant with Chapter 9 requirements (“Web”).
- Downloadable PDF files are not compliant with Chapter 10 requirements (“Non-web documents”).
Specific issues include: missing text alternatives for videos, lack of semantic markup for text content, some non-keyboard-accessible features, inconsistent keyboard navigation order, unclear purpose of certain elements, and lack of unique attributes in some cases.
Corrections handled by the UserWay PRO widget are considered resolved as they satisfy success criteria under current regulations.
